The difference in medical decision-making for Emergency Department (ED) physicians versus physicians of other specialties is primarily based on the level of complexity and acuity of the patient's condition. Emergency Department physicians are often required to quickly assess and treat patients with a wide range of acute illnesses and injuries, many of which may be life-threatening. In such cases, ED physicians need to make complex medical decisions in a short amount of time, often without the benefit of a detailed medical history or prior examination of the patient.

On the other hand, physicians of other specialties, such as primary care or specialists, may have the luxury of more time to evaluate and treat a patient, as well as access to more detailed medical history, prior examination, and lab test results.

The CPT Evaluation and Management codes in the range of 99281-99285 are used to report the level of service provided by the Emergency Department physicians, Nurse Practitioners or Physician Assistants.
