Notice a pattern:

The first number in each ratio is 1/4 of the second number, because a ratio can be written as a fraction.

1/4 of 4 = 1
1/4 of 8 = 2

So for the next ratio:

? : 32 = 8: 32

We just need to divide 32 by 4 to find 1/4 of it: 32/4 = 8

And 16 : ? = 16 : 64
Because 1/4 of 64 is 16, so 16 x 4 = 64

so we get the same ratios.
