Answer: 8 complete packages.
Step-by-step explanation: You would have to divide 4 into 33. 4 can go into 33 8 times. 4x8 is 32. 33 minus 32 is 1. Therefore, she can fill 8 complete packages. She will have 1 cookie leftover.
