Why were certain parts of states listed as exceptions to the term of the Proclamation? Help please

Answer:

Lincoln exempted border states from the proclamation because he didn't want to tempt them into joining the confederacy. it was a temporary war measure that was later codified into law in the 13th amendment to the constitution
