It is possible, if not likely, that citizens will soon be able to vote online in some elections, leading to a form of direct democracy in the United States. Is the structure of American government at all levels suited for a shift like this--could our government work this way? Why or why not?

No, in federal elections in the U.S. you cannot vote online. The reason is simple: There’s no existing technology that can ensure your vote wouldn’t be tampered with if sent electronically over the internet or a cellular network. Voting security experts say that even the apps and websites that overseas military are permitted to use to vote are not secure.
