When the ratio of part to whole is equivalent to the ratio of a percent to 100, shows a percent equal to an equivalent ratio, we call it a percent proportion. A percentage is a fraction expressed with 100 as the denominator. When two ratios are equal, they are said to be in proportion.

Hope this helps :)
