we know that

Quadrilateral ABCD and IJKL are similar

because a rotation is a rigid transformation( produces congruent figures) but dilation is a non rigid transformation (produces similar figures)

that means

Its corresponding sides are proportional and its corresponding angles are congruent

so

AB/IJ=BC/JK=AD/IL=CD/KL

therefore

the answer is the last option
