As we know that

1 mole of CO2 has 6.02 x 10^23 molecules of CO2.

Now, let's say x moles of CO2 has 2.80 x 10^23 molecules of CO2.

Therefore,

x = 2.80 x 10^23 / 6.02 x 10^23 = 0.465

As, M = nmr

M = 0.465 *( 12 + 2x16)

= 0.465 *( 12 + 32)

= 0.465 * 44

= 20.46g
