Explanation:

I have to assume the equations are

4x + y = 13

(1/2)y = -2x + 5

let's bring both of them into a "y = ..." form :

y = -4x + 13

y = -4x + 10

now we see that both equations are lines with the same slope but different y-intersect.

so, they are parallel but not identical.

therefore, there are 0 solutions. the lines will never intersect and have no point in common.
