When the water flows at high speed through the turbine, that is actually first a conversion of the potential energy into Kinetic energy, and then the Kinetic energy is now harvested by the turbine.

Water at a height has potential energy. Water moving has Kinetic energy. However it happens, yes, the potential energy does eventually get turned into electrical energy via the turbine driving a generator.
