Answer:

C. 12 to 32

Explanation:

The simplified ratio would be 3:8

So multiply 3*4=12

And multiply 8*4=32

12:32

The reason the other ones wouldn't work is because 3 and 8 are not multiplied by the same number

For example

A.)15 to 32 wouldn't work because there not multiplied by the same number

3*5=15

8*4=32
