Answer is
(1) the vertical line test shows us the vertical line crosses two places meaning there are two of the same inputs. See attachment.
(2) you can see on the graph the coordinate points (4, 4) and (4, -4) showing there are two same inputs.

A function rule between an input and an output is that it assigns exactly one output to each input.
