I think this question has two possible answers. Jesus tought to love God with all your heart and soul as it is infered in the first comandments. But the thing that made Jesus different from the Old Testament is his teachings about love for the other, he uses the phrase "love your neighbours as yourself", by this he meant to love everyone no mattering where they come from or who they are, his word was meant to be heard by anyone. He illustrates this with the parabole of The Good Samaritan where a non-jew helps a jew guy who was attacked, robbed amd ignored by other religious figures.
