It was the Sherman Antitrust Act. Under this act, it is against the law for anyone to monopolize or try monopolizing a business. They are prohibited from joining with others to monopolize a business no matter what type it is. Those who attempt to do will be subjected to either civil or criminal punishments ranging from paying a fine to prison.
