I need to write this problem out on paper and show my work. The lesson says to times both decimals by 10 to make them whole numbers but I don't understand, thank you!

You actually need to multiply both numbers by 100 to make them whole numbers. When you multiply by 10 the decimal moves 1 place to the right. When you multiply by 100 you move the decimal on both numbers 2 places to the right so the problem becomes

168 ÷ 7

when you multiply a decimal by 10, you move the decimal two places to the right.( this is so you can divide properly).
for ex.
0.07 is going to be 7 when you multiply by 10. you do the same for 1.68, and get 168.
now you can divide!:)
7÷168
