The answer is two. It was started in the 1970s where the Chinese government enacted. This was due to the continuation of the Cultural Revolution and the pressure it put the nation through. Though there have been reports in 2015 that the government may have made changes in these laws due to the aging problem in China. The new laws were approved in session on December 27, 2015 and became effective on January 1, 2016.
