Well let's put both in slope intercept form first, which is y=mx+b, in other words solve for y.
-4x + y = 1
y = 4x + 1
2y - 2 = 8x
2y = 8x + 2
y = 4x + 1
They are the same line as you can see. Therefore, they will have infinitely many solutions.
