the answer would be yes the train is accelerating still but its going at a slow rate

That's
true
.
"Acceleration" does
NOT
mean "speeding up". It means any
change in the speed or direction of motion. So speeding up,
slowing down, or going around a curve at a steady speed ...
are all examples of acceleration.
