Your answer would be C. There is no mention what so ever of this in the declaration.

Let's discuss all the options:

A. an indictment of King George III
-yes, it's there! the King is referred to as "the present King of Great Britain"

B. a statement of separation
-it's also there for example in the phrase "which impel them to the separation."

C. charges against the Tories
-this is the correct answer! There is no mention of the Tories in the Declaration of Independence!

D. a statement of human rights
-Human rights are definitely in the Declaration!
For example, the declaration mentions the right of the people to abolish the government.
