The answer is clear: Respect of other nations (c) is correct.

Stalin and Lenin both had very clear goals in mind whne they were transforming the USSR and later Soviet Union. They had the best interests (in their mind) of what was good for the state and neglected the people at times and also neglected worldwide opinion of the nations which had their eyes turned towards them. A, B and D, of course are things which they wanted in their vision of a country.

C) Respect of other nations.

This is relevant considering that the USSR was a confederation. Most of the states were added by force invasions that may evidence the lack of respect for each nation's political system. Clear examples are Czechoslovakia or Poland, and in this particular both Stalin and Lenin agreed: they didn't wanted respect of other nations.
