Members are elected by their respective districts.

House of Lords is the upper house of the Parliament in the United Kingdom. The members of this house are called Peers, and they are often chosen for life- by the Queen.

This means that they're not elected, so the sentence "Members are elected by their respective districts" can only refer to the House of Commons.
