There are 100 centimeters in a meter. If you divide 400 by 100 you get 4. Therefore it snowed 4 meters. Even though that is an awful lot....

Given:
400 centimeters
convert to meters.
1 meter is equal to 100 centimeters.
400 cm * 1m/100cm = 400m/100 = 4 meters.
There are 4 meters in 400 centimeters.
