25 % of a circle is the same as 25/100 and that equals 1/4 when simplified.

So to shade 1/4 of a circle, divide the circle into 4 equal pieces (by dividing the circle in half, then half the two halves). Then, you just need to shade in 1 of the 4 parts.

Since percent means 'out of 100', 25% would be
(25)/(100) as a fraction. Further simplified,
(25)/(100) is equal to
(1)/(4)

So, 25% of a circle is equal to
(1)/(4)

This means that 1 out of the 4 parts is shaded.

Thanks!
