Lyndon B Johnson was the president after Kennedy's death and due to this he managed to pass many laws that Kennedy supported but were disliked by the congress. Johnson used this to pass acts regarding healthcare which weren't exactly universal but certainly helped numerous people who didn't have healthcare before. Civil rights bill signing came at a later time .
