P = 2w + 2l

where w is the width of the retangle and l is the length. From the previous equation you can solve for w, just as follow:

P = 2w + 2l subtract 2l both sides

P - 2l = 2w divide between 2 both sides

(P - 2l)/2 = w

You replace the values of h and w into the previoues expression:

w = (24 - 2(2))/2 = 20/2 = 10

Hence, the width of the rectangle is w = 10 in
