The easiest way to transform a decimal value to fraction is by counting the number of decimal places starting from the decimal point to the right. Then 10 to the power of the number of decimal places. Make that as the denominator; multiply it to the decimal value and make it as the numerator.

0.022222222 * 10^9 = 22222222

Then
= 22222222 / 1000000000
= 11111111 / 500000000

So the final fraction is 11111111 / 500000000.
