when you divide exponents, you subtract the exponents. c^2-4=c^-2
or 1/c^2
hope this helps.

(c^2)/(c^4) \\ \\ c^(2-4) \ / \ quotient \ rule \\ \\ c^(-2) \ / \ simplify \\ \\ (1)/(c^2) \ / \ negative \ power \ rule \\ \\

Your final result is 1/c².
