Is 2/6 equivalent to 4\12

Yes it is.
If you multiply the numerator (the top of the fraction) and the denominator (the bottom of the fraction) of 2/6 each by 3 you get 4/12.
And you can multiply the numerator and denominator each by any number and it will still be equivalent to that original fraction.
