Given:
Big figure = 20 ft
Small figure = 7 ft

Take note: In finding the scale factor, we must make sure that the measurements of both figures are the same sides or line.

20 feet / 7 feet = 2.86 scale factor.

This means that the big figure is 2.86 times bigger than the small figure.

If the arrow had been pointed from the small figure to the big figure.
7 feet / 20 feet = 0.35 scale factor.

This means that the small figure is only 0.35 of the big figure.

Both are scale factors but in different perspectives.
