We can solve this question by means of the rule of 3:

\begin{gathered} \text{ \$27.3 mill}ion\text{ --------- 38\%} \\ \text{ x ---------------- 100\%} \end{gathered}

where x denotes the unknown amount of money funds. Then, x is given as

\begin{gathered} x=\frac{(\text{ \$27.3 million)(100 \%)}}{\text{ 38 \%}} \\ x=71.842\text{ million} \end{gathered}

By rounding up to the neasrest million, the answer is $72 million dollars.
