I would also have to say A as the answer. During the 1800s the north and south tried to have the same number of free or slave states. If California chose to be either one the ratio slave or free states would be off, which would then affect votes in Washington, DC. Hopefully this helps.

A. because if california became a separate state they could choose to be free or slave and they would choose free which would make the free and slave states unequal in the senate and they could lose power and votes which could mean they could vote to make the south free too.
