C. For each increase of $1000 in trade-in value, the private-party value increases by $1100.

because when you see the chart when the trade in value goes up so does the private party value. The chart shows 1,000 in trade in value increasing and then private party value also increase by 11,000.

In the question, they GIVE you the equation for the line:

y = 1.1 x + 1.37 .

When you look at the graph, you notice that the numbers
are actually thousands, so the equation is really

y = (1.1 thousand) x + (1.37 thousand)
or
y = 1,100 x + 1,370 .

The slope of the line is 1,100 .

Choice 'C' says that, because

the slope of any graph = (change in 'y') / (change in 'x') .
