Not necessarily, take 1/2 and 3/8. 1/2 is greater than 3/8 although 3/8 has a greater numerator and denominator. Simply 21/30= 0.7
2/3=.66666666

21/30 is greater than 2/3 because the numerator and the denominator are greater then 2/3 numerator and denominator.
