Price per pound: $2.49

We know that the total price can not exceed the budget. Then:

Total_cost ≤ Budget

If Han buys x pounds of grapes, the total cost is:

Total_cost = (Price per pound)*(Number of pounds) = ($2.49)*(x)

Finally, the inequality of the situation is:
