if a solid substance sinks in water, can you say for sure that the liquid and gas phase of the same substance will also sink?

No. The reason why a substance sinks is because it has more density than the substance it is in. For example, water in liquid state is more dense the solid state of water (ice). The change in the states of water also changed the density of the water.
