Different colors on the visible light spectrum absorb different amounts of heat. Black shirts would absorb the most heat while white shirts would absorb the least making you cooler.

Yes, it is better to wear a white shirt because black is a color that attracts sunlight, therefore, making you sweat more if you wore the black shirt.
