Japan was under an isolationist foreign policy from 1603 to 1868. This meant that the country is essentially shut off from the rest of the world. Naval commander Matthew Perry basically helped to open Japan up to the rest of the world.

The answer is D.

It would be nice if Chandler would open Japan up, though...
