It would be "shift of military power away from European countries" that is not responsible for European dominance in the nineteenth and twentieth centuries, since in fact it was a consolidation of such power that helped Europe be so successful.

The answer is - shift of military power away from European countries.

This statement is not true because it would not help in any way for European dominance, but instead it would mean that the European dominance has started to fall apart. In reality it was the total opposite, European countries had consolidated themselves, grew in military and economic power, and that was the basis that allowed them to implement their dominance in most of the world during the nineteenth and twentieth centuries.
