The correct answer is b. Mayor-council form

These cities have a mayor as the top dog of the town who is something like the governor of a state or the president of a country, except they are in the cities. There is also the city council which is something like the city government which deals with issues found in the city in conjunction with the Mayor who observes everything and proposes new things.
