Federalists hesitated to support the new French Republic because they believed the French Revolutionaries "c. were violent and destroyed public order," since the Federalists believed in a strong (but fair) central government for most societies.

The correct answer is c. were violent and destroyed public order.

The french revolutionaries were merciless and executed thousands and thousands of people who were completely innocent but were perceived as political opponents. Even though the US supported the idea that a government should be a democracy, they didn't support the French because they were tyrannical.
