You are given Kate’s number of laps of 26. She was also informed that she has only 35% left to finish her workout. Assuming a basis of 100%. Subtract 100% to 35% equals 65%. This 65% is the workout that Kate has achieved. This is equal to 26 laps. So,

0.65L = 26
L = 40 laps
Kate has 40 laps left to achieve a 100% of her workout.
