We will have the following:

First, since we need the line to be perpendicular we take the slope of the function given and find the slope of the line we want, that is:

m=-(1)/((-3))\Rightarrow m=(1)/(3)

Now, we find the line as follows:

y-(-(1)/(3))=(1)/(3)(x-(-7))\Rightarrow y+(1)/(3)=(1)/(3)x+(7)/(3)
\Rightarrow y=(x)/(3)+2

So, the equation that we are looking for is:

y=(x)/(3)+2
