Is 3y=-2x+6 proportional or nonpropotional

3y = -2x + 6 is not proportional because it does not pass through the origin.

If the line is linear and passes through the point (0,0) then the function is proportional.

3y = -2x + 6 is linear but does not pass through the point (0,0).

3y = -2x + 6 is nonproportional.
