negative exponents mean reciprocals
so
one law of exponents is

x^(-m)=
(1)/( x^(m) )
so
(2^-1)=1/(2^1)=1/2
there are 2 so we add
(2^-1)+(2^-1)=1/2+1/2=1
answer is 1
