In the first half of the 19th century, why did the U.S. Congress work to keep a balance between the number of slaveholding states and free states?

The main reason why the U.S. Congress worked to keep a balance between the number of slaveholding states and free states during this time is because they wanted to avoid war between the north and south, which of course ultimately failed.
