A) It could not levy taxes..
This was terrible because it was seen as a pointless document because it was too soft...
The rest of the choices are incorrect because recently took this subject, so I can assure you it is A!

The power to levy taxes allow the government to seize a property in case there is a person or organizations who fail to fulfil their tax obligation. Because of this power, there is a clear punishment for citizens who did not pair their share of taxes, either on purpose or not.
