I would say letter A. the survey is voluntary and includes only listeners of the radio program. Since it is a radio program wherein the host first claimed that he will want to know who is against the new city ordinance. Since it is voluntary, then most likely only the ones against it would call since the ones for it do not have any reason to call and voice their opinions. Usually it would be the people that are against who would be feeling strong about their opinions. Therefore, we can say that this is biased.
