Why did Massachusetts raise taxes on citizens

Assuming you're referring to the taxation that eventually led to Shays' Rebellion, the reason why Massachusetts raised taxes on citizens was because many of the rural citizens had not paid their taxes--leading to an overall state loss of tax revenue that needed to be supplemented.
