The pair of numbers can be 70300 and 73.
Let us assume that the second number is 73.
7 in 73 is 70 or 7 x 10
3 in 73 is 3 or 3 x 1
Since the 2nd 7 is 70 and the 1st 7 should be 1000 times the value of the 2nd number. then 70 x 1000 = 70000
The 1st 3 is said to be 100 time the value of 3 in the second number.
3 x 100 = 300
first number: 70000 + 300 = 70300
second number: 70 + 3 = 73
