Because settlers were desperately needed in New France, the government wanted to encourage young people to migrate to the colonies. Young men were offered free passage, room, board and a small wage. The King also granted them free land. Young women were also given free passage as well as a significant dowry. These women often lived with nuns until they were married (which happened quickly due to the shortage of women). Finally, the government also gave money to people with ten or more children.

King Louis XIV of France encouraged people to settle in New France by "giving land away," as well as offering free travel via ship--otherwise many would not have been able to afford the drastic move.
